Valuation
Valuation activity in the Russian Federation is regulated by the Law on appraisal activities in the Russian Federation, except for examinations conducted after the court, which are governed by the relevant articles of the Procedural codes.
The concept of valuation came with the development of market relations, for a more complete and independent definition of the price of the works, property, assets, business, property as a whole and its parts.
Article 5. Items subject to valuation
Items subject to valuation include:
- individual material objects (things);
- the totality of things that constitute the property of a person, including a certain type of property (movable or immovable, including enterprises);
- the right of ownership and other real rights on the property or individual things from the property;
- the rights of the requirement, obligations (debts);
- works, services, information;
- other objects of civil rights, in respect of which the legislation of the Russian Federation established the possibility of their participation in civil circulation”.
Approaches to valuation
The valuation is conducted by three approaches, according to the Order of Ministry of economic development of Russia from 20.07.2007 N 256.
13. Income approach
13. Income approach - the set of methods of valuation of the valuation object based on the determination of expected income from use of the subject property.
14. Comparable approach
14. Comparable approach - the set of methods of valuation of the valuation object based on comparison of object of valuation with objects — analogues of the valuation object, in relation to which there is information on the prices. An — analogues of the valuation object is an object similar to the valuation object on the major economic, material, technical and other characteristics in determining its value.
15. Cost approach
15. Cost approach - the set of methods of valuation of the valuation object based on the determination of the expenditure required for reproduction or replacement of the object of valuation with the classification of the wear and obsolescence. The costs of reproduction of the valuation object are the costs required to create an exact copy of the valuation object using the same materials and technologies which were used to create the valuation object. The replacement costs of the valuation object are the costs required to create the same object using the materials and technologies used at the measurement date".
In every case appraiser determines valuation approach and correlates the results.
